When someone does/has something that is socially unacceptable.
"Bob, where did you get that fugly floral comforter"

an expression used when someone either understands something
something someone says when they are tired of talking about something, and they want to talk about something else but they don't want to be rude and just say so.
when used more than 3 times in a conversation, it gets really, really annoying.
