When used in an offensive manner, it describes someone with a yeast infection.
Popular Girl:*Loudly* "Get a load of those biscuits this dork wore today!"
Dork:"You've got a lot of nerve trying to bag on somebody! Fuck you poppin' fresh!"
This is a greeting meant to say what's up, what's crackin', or another such colloquial greeting. The reason it is popular is because Poppin' Fresh is the Pillsbury Doughboy's former name (the name was changed to update little Freshy's character and bring him into modern times). The phrase is not questioning what Poppin' Fresh is, rather it is using poppin' in it's slang meaning, and it is using fresh as a noun, not an adjective. Fresh refers to the person being addressed by the question.
Bob: Yo
Joe: Yo, what's poppin' fresh?
Bob: Not much kid, what's crackalackin'
When a girl wears a bra that is one or more cup sizes too small to contain her breasts. The breasts are squeezed so that a small portion protrudes over the top of the bra, similar to the way the dough oozes from a Pillsbury can after the seal has been popped.
Candy: "Shoot, I must have grabbed my roommate's bra by mistake this morning!"
Brenda: "Right?! You've got some serious Poppin' Fresh Boob going on over there!"
