A slang term used to describe a person or action that is extra, convoluted, or unnecessary. Can also be "in your face".
Person 1: She had Kanye perform at her Sweet-16? That's so on the lips! Person: 2 I know... Person 1: Did you get a chance to meet Becky? Person 2: Yeah... she's so on the lips sometimes.
