This is the equivalent of "teabagging", except this is when a female does it to a male. She can also obviously do it to a female, if that's how she rolls.

To grab or take, often jokingly or sneakily, and usually with exaggerated motion. Can be thought of as a goofy pronunciation of snatch (verb).
Very similar to yoink, as both are often spoken aloud by the doer while performing the action. In contrast to yoink, snootch implies a level of feigned secrecy or pretending to be unnoticed. After snootching something, a person may then abscond with what they snootched.
Girlfriend: *leans in close, sneakily takes a french fry from their partner's plate* "Snootch", she says as she takes it, then quickly eats the fry.
