To Use a firearm or any weapon that uses a projectile and aim it to kill somebody. The motion of a firearm going from the side of a person and being brought up to eye level is where the term is derived from.

When somebody is fairly high, e.g. after having smoked a very strong strain, or after having smoked a few bowls in a short amount of time. Also can apply to smoking a normal amount, but taking VERY LARGE tokes.
