would-worker

A person who would build nice, awesome things, if only they had that newest, best tool. Or, if they had any skills.

Example:
My neighbor Jeff is such a would-worker. He's always saying how he would build a new shed, and would build chairs, and would make furniture if he only had the ToolMaster 5000, instead of the MegaTool4500.
