Means that someone is super model hot. Better than just fine. The way a female looks with the she carries herself and presents. A female that is a dime in any outfit. The kind of girl that can just look at you and take your breath away.

hella fine is almost the same as calling some one very pretty and sexy.

It's that kid that you see in the halls, and you look to your friend and she knows. That kid that is so attractive that you could look at him for hours. That kid who's name is usually Cameron. Yeah. You know who.
