A phrase used by out-of-state students at prestigious public universities in reference to the masses of inferior students that are given the same educational opportunity at half the price simply because their mentally defective parents decided to live in a state with a good university system and make mentally defective babies. Uses: describing a person; as a mutually understood exclamation among fellow out-of-staters; a condescending, effective insult.
