An exclamation of celebration extending to an "in your face" style of abuse. Especially used in the throws of victory.
In a race to breakfast one morning Max beat his roommates for the first time by attending wearing just his jock strap: "Flippin' what! Flippin' what!" Max shouted in the faces of his companions (who were mostly girls).
(Partly distasteful) terminology pertaining to countries that sponsor international terrorism; common, cliched target for criticism of the Bush administration.
