1. Noun. Colloquial term used when describing any of a variety of society's undesirables. Most apt in reference to someone who is frequently seen 'hanging out' on the streets. Often up to no good: public drunkeness, a criminal element, general nuisance (these characteristics are common, but not necessarily present in all 'binnies'). Appearance is ragged, slovenly and can extend to just plain dirty. The term could be interchanged with dreg, gutter trash, scum, and the like. Homeless people and drifters should not be confused with binnies. 2. Adjective. As above, but applied before another noun (see usage below).
