A kind and intelligent male, usually handsome and in his mid thirties, who makes sexual advances on every attractive woman he comes across, regardless of political, planetary, or potentialy alienistic consequenses.

Riker (Noun): The act of nonchalantly throwing one's leg over an obstacle in the process of taking a seat. Used to communicate sexy command as well as athletic ability.
From Screen Rant: While most people would simply pull out a freestanding chair and sit down normally, Riker instead tended to approach the chair from behind and throw one leg over the back of it, usually causing him to sit straddling the chair for the rest of the scene.
The former lieutenant-commander of the U.S.S. Enterprise, and now captain of the U.S.S. Titan, Riker served under Jean-Luc picard for many years. He is very unorthodox, and is married to Deanna Troi.

It comes from the (fan) theory that Commander Riker in Star Trek: The Next Generation is a functioning alcoholic and everything that he does, from major decisions to hitting on women, is motivated primarily by the fact that he is, in fact, drunk.
