A person that is transient among seaside villages and lives off the ocean. They were never really good at the dirt life. If they could not have the ocean,you could find them in the mountains.

Hey look that seabilly just rode a walrus to the liquor store.

Resourceful and extremely frugal person living in a derelict floating home resembling a boat on a body of water. Equivalent of a 'hillbilly' only of the sea not the hills.

Darn seabilly been fishin and partyin on der raft makin a rukus all week long.
