Saying a person or entity "has some ‘splainin’ to do" (in a Cuban accent) is a humorous way of suggesting that they have done something illegal or otherwise embarrassing. The catchphrase dates back to the 50's "I Love Lucy" show.
"Dude, asdfghjkl;!!!... why are my briefs pink?? Lucy, you got some 'splainin' to do!"
meaning he/she's feeling you and or liking you or the situation

Calling someone out when they are acting suspicious, especially when they are doing something inappropriate, unethical or even criminal.
