When used redundantly with tapas, by english speakers, refers to the action one would like to take with a nice set of tapas
For the phonetically challenged:

Small piece of food that costs like a whole plate, but it's smaller. It can be any kind of dish, but probably you could only afford the tortilla patata pintxo.
