someone in authority who thinks they can get away with anything mix of police badge and comes from saying that a police badge is a 'do whatever you want and get away with it badge'

Spadge

Spadge is a term coined in the Scottish kilt hire industry for dried semen on a returned hire kilt. It is derived from a contraction of the words "spunk badge".
