An expression commonly mistaken with "what's the haps", What is you up to is the complete opposite. The expression simply means to wonder as to what activities another individual is partaking in at any given moment.

What are your plans?
What are you doing today?
"I'm chillin' today, what you got up?"
"What have you been up to today?" is a question that asks what you have done all day, like work or leisure activities, in the past tense.
Q: "What have you been up to today?"
A: "I was at work until 5:00pm, and then I went to the store to pick up some milk."
a way to address a room full of people, in a public and/or private place, perhaps after one of those " i just don't give a shit" days.
scene: walking into the break room after you've realized the last 4 hours you've been working have produced nothing but shit.
