Refreshed - Slightly intoxicated, happy, chatty, feeling merry, glazed. Over-refreshed - smashed, blind, extremely inebriated, pissed, tied one on, wasted
Refreshed - After a few glasses of champagne I would say "Oh, I think I'm slightly refreshed". Over-refreshed - "I woke up in the wrong postcode this morning, I must have been so over-refreshed".
