The traffic is so bad because of all the shoebies coming down.
I'm getting this from my Gpop and pop, but a shoebie is a South Jersey Shore expression to describe the day-trippers from Philly and NYC that would ride the train "down the shore" for the day or weekend and bring everything in a shoebox. Since the original poster used "shore" in their definition they too are probably from the South Jersey area. The trains that brought the shoebies down the shore, nor the expression shoebie, are heard much any more so its kind of cool that the expression lives on as a slightly derogatory expression for an inapproprate and unwanted tourist!

a tourist=shoebie
Same as a regular shoebie except in a colonial tourism area rather than a beach.
There will be thousands of Colonial Shoebies in Williamsburg for the 4th of July, unfortunately.
